Today YouTube announced a new fan funding partnership level that lets creators start earning money with fewer subscribers, views and watch time than the full YouTube Partner Program.

YouTube announced their plans to expand the YouTube Partner Program
to more creators in 2023. That included:
And with today’s announcement, YouTube is now offering a fan funding-only monetization tier.
- Expand advertising revenue sharing to Shorts
- Create a new fan funding-only YouTube Partner Program level

Note that this update does not affect channels that are already in the YouTube
Partner Program.

YouTube Monetization Options
If your YouTube channel is approved for the YouTube Partner Program, you will be able to monetize your videos in a number of different ways.Fan Funding Tier
- Channel memberships (Learn More)
- “Supers” tips: Super Chat and Super Stickers (for Live chat), and Super Thanks (video on demand comments)
- YouTube shopping to promote your own products (Learn More)
Full Monetization Tier
- All the fan funding monetization options
- Ad revenue sharing
- Revenue from YouTube Premium subscriptions
Monetized channels with at least 20,000 subscribers (US only)
- All the fan funding monetization options
- Ad revenue sharing and YouTube Premium subscription revenue
- YouTube Shopping Affiliate Program: tag products in your videos from “popular brands and retailers”
How to Qualify to the YouTube Partner Program
To qualify for the fan funding-only level of the YouTube Partner Program, your channel must have:- At least 500 subscribers
- At least 3 valid public uploads in the past 90 days
- One of the following:
- At least 3000 hours valid public watch time in the past year
- OR at least 3 Million Shorts valid views in the past 90 days
For ad revenue sharing, your channel must additionally have:
- At least 1000 subscribers
- One of the following:
- At least 4000 hours valid public watch time in the past year
- OR at least 10 Million Shorts valid views in the past 90 days
Check the Earn tab in your YouTube Studio (studio.youtube.com/channel/UC/monetization) or the YouTube Studio mobile app to see how close your channel is to those
eligibility requirements. You can choose to be notified when your channel is
eligible.
If your channel is approved for the YouTube Partner Program fan funding tier, it will not have to go through the full approval process again when it meets the eligibility requirements for the ad revenue sharing.
Additional Requirements for the YouTube Partner Program
To monetize your YouTube channel there are several additional requirements:Two-step verification enabled on your Google account that you use to sign in to YouTube, to keep it secure.

- Also follow these tips for creating backup codes and setting your 2-step verification options.
- You are only allowed to be a payee on one AdSense account - if you already have an AdSense account, do not create a new one!
- If you previously had an AdSense account disabled, you are not allowed to create a new AdSense account.

What are valid public watch hours and valid Shorts views?
Note that “valid public watch hours” only includes watch time from long form videos that are currently public on your YouTube channel. It does not include watch time from:- Private videos (or videos you have made private)
- Unlisted videos (or videos you have made unlisted)
- Deleted videos (even if they had watch time before they were deleted)
- Ad campaigns
- Shorts videos
- Live streams that are not archived as a public video on demand for replay (watch time while live streaming does count, as long as the video has a public archive. That's rolling out right now, June 2023. source)
- Non-original Shorts (including uploads of movies or TV shows, other creators content, compilations with no original content)
- Artificial or fake views (including click or scroll bots, purchased traffic, or having your friends run your videos all day long). More information.
- Shorts that do not meet the advertiser-friendly content guidelines
